Peru Research Project Daniel Kobrinski, an attorney and a visiting researcher with the Instituto Del Peru Daniel Kobrinski’sresearch project focused on the trafficking of Peruvian Antiquities and Art, and the broader legal questions inherent in protecting cultural patrimony. Kobrinsk’sresearh addressed International and United States laws and practices regarding illicit trafficking, property-ownership issues, and the repatriation of cultural patrimony, in particular, how these international laws applied to Peru. In addition to the international legal framework of protection of patrimony, this research focused on the realities of looting, theft, and damage to cultural patrimony in Peru, and the Peruvian system dedicated to its protection. Kobrinski examined Peruvian laws and the different government actors involved, as well as the overarching government protocol dedicated to protection of patrimony. To understand how Peru’s “system” works, and also to see the practical realities on the ground, Kobrinski visited archaeological sites, churches, museums, “antiquities shops”, etc. and interviewed various actors, such as archaeologists, police, museum officials, local villagers, and individuals involved in looting and selling of antiquities. Kobrinski argues it is critical for the international community to understand the complexities – legal, economic, social – inside of Peru, and simultaneously for Peru to understand the legal requirements of the United States and international community. This research project is an attempt to examine and propose solutions that can serve as a bridge between the two. international community. The research by Kobrinski covers several areas of Peru he visited known for archaeological looting and damage. In particular, a majority of his time was spent on the North Coast of Peru, in the states of Lambayeque, La Libertad, Piura, and Tumbes, as well as archaeological zones on the central coast of the state of Lima that were victims of extensive looting.
